“Starting at 3″ promotes and supports legal advocacy to include prekindergarten in school finance litigation and state legislation. The project collects and disseminates research, information and strategies and provides direct technical assistance to attorneys and advocates involved in litigation and policy initiatives to create and expand state prekindergarten programs.”
